While visiting the members of the Revolutionary Committee of the Chinese Kuomingtang, the Taiwan Democratic Self-Government League, and the All-China Federation of Taiwan Compatriots who are in Beijing for the first session of the 11th National Committee of the Chinese People's Political Consultative Conference(CPPC) on March 4, President Hu Jintao made important remarks on developing relations across the Taiwan Straits.
President Hu said that the Taiwan question bears on China's complete reunification -- the core national interests of China. We will uphold the principle of "peaceful reunification and one country, two systems" and the eight-point proposal for developing the relations between the two sides of the Taiwan Straits and advancing the process of peaceful national reunification in the present stage. We will never waver in our commitment to the one-China principle, never abandon our efforts to achieve peaceful reunification, never change the policy of placing our hopes on the people in Taiwan and never compromise in our opposition to the secessionist activities aimed at "Taiwan independence."
President Hu said that history has proven and will continue to prove that peaceful development of cross-Straits relations is conducive to the development and stability on both sides of the Taiwan Straits and will surely benefit the compatriots on both sides while "Taiwan independence" activities only bring harm and disaster. It is the shared interest and responsibility of the compatriots on both sides of the Straits to achieve peaceful development of cross-Straits relations. Thanks to years of concerted efforts of the compatriots on both sides of the Straits, there is now a stronger basis, a more powerful driving force and more favorable conditions for the peaceful development of cross-Straits relations. Both the momentum and popular support are growing. We again call on the compatriots on both sides of the Straits to unite and rally around the theme of peaceful development of cross-Straits relations, join hands in ushering in a new phase of peaceful development of cross-Straits relations and work together for the great rejuvenation of the Chinese nation.
President Hu emphasized that in promoting peaceful development of cross-Straits relations, our foundation is the one-China principle, our purpose is the well-being of the compatriots on both sides of the Straits and our approach is to deepen mutually beneficial and win-win exchanges and cooperation. We will continue to increase contacts across the Straits, strengthen economic and cultural exchanges and push for the resumption of direct links of mail, transport and trade. We will also continue to strive for the resumption and opening of cross-Straits talks and negotiation. We are ready to conduct exchanges, dialogue, consultations and negotiations with any political party in Taiwan as long as it recognizes that both sides of the Straits belong to one and the same China. The negotiation will be between equals and the agenda will be open to any topic. Through the negotiation, we will seek solutions to important political, economic, military, cultural issues and issues relating to external ties, and make plans for the future development of cross-Straits relations. We hope that the two sides will work together and create conditions so that, on the basis of the one-China principle, we can discuss a formal end to the state of hostility, reach a peace agreement, construct a framework for and usher in a new phase of peaceful development of cross-Straits relations.
President Hu pointed out that to achieve peaceful development of cross-Straits relations, we must rely on the concerted efforts of the compatriots on both sides of the Taiwan Straits. Time has never changed and will never change the fact that the 1.3 billion people on the mainland and the 23 million people in Taiwan are of the same blood and share a common destiny. We truly care for the Taiwan compatriots, will give full consideration to their aspiration and requests and take concrete actions to safeguard and accommodate their legitimate rights and interests. We will make every effort to achieve anything that serves the interests of our Taiwan compatriots, contributes to peace in the Taiwan Straits region, and facilitates peaceful national reunification. We will always honor our commitments to the Taiwan compatriots, and will never sway upon temporary fluctuations of the situation or change upon a few individuals' deliberate disruptions. We will seek solidarity with the greatest majority of the Taiwan compatriots. Only great solidarity will lead to great development in cross-Straits relations. Even those who once had illusions about "Taiwan independence", identified with "Taiwan independence" position or even engaged in "Taiwan independence" activities are not excluded. As long as they return to the position of promoting peaceful development of cross-Straits relations, we will welcome them with open arms and demonstrate our sincerity.
President Hu stressed that the "Taiwan independence" activities have constituted the biggest menace to China's national sovereignty and territorial integrity, the biggest obstacle to the development of cross-Straits relations and the biggest threat to peace and stability in the Taiwan Straits. If we want the prospect of peaceful development of cross-Straits relations, and if we are to safeguard the well being of the compatriots on both sides, we must firmly forestall "Taiwan independence" activities. The mainland and Taiwan belong to one and the same China, and China is the shared home of the compatriots on both sides of the Taiwan Straits. Any decision on any issue that bears on China's sovereignty and territorial integrity must be jointly made by the entire Chinese people including the compatriots in Taiwan. We will never allow the secessionist forces for "Taiwan independence" to separate Taiwan from the motherland in any name or by any means. The "Taiwan independence" activities run counter to the strong will of the Chinese nation to safeguard national unity. Such activities will get nowhere and are doomed to fail. Although the road ahead is not short of obstacles or twists and turns, we are firmly resolved to promote peaceful development of cross-Straits relations.
President Hu expressed the hope that the Revolutionary Committee of the Chinese Kuomingtang, the Taiwan Democratic Self-Government League, and the All-China Federation of Taiwan Compatriots will make full use of their advantage of having extensive contacts in Taiwan and overseas to build close ties with the Taiwan compatriots, work hard to promote personnel contacts and economic and cultural exchanges and make greater contribution to the peaceful development of cross-Straits relations and to China's reform and opening up and socialist modernization.
President Hu's remarks have drawn warm responses within Taiwan and extensive attention and positive comments from the international community. They are widely viewed as reasonable and pragmatic, demonstrating the good will and sincerity of the mainland side toward the compatriots in Taiwan and inevitably pushing the development of cross-Straits relations significantly and profoundly in the direction of peace and stability.
