Wang Yi Talks About China-Africa Cooperation in Poverty Reduction and Development

On June 21, 2017, when jointly meeting the press with Chairperson of the African Union Commission Moussa Faki Mahamat, Foreign Minister Wang Yi talked about cooperation between China and Africa in poverty reduction and development.

Wang Yi said that poverty is a common enemy of mankind and the source of turbulence and terror, while development is the master key to solving all problems, and it is also the common mission of China, Africa and the vast number of developing countries. At present, Africa has nearly 400 million people in poverty, and it faces with the urgent task of achieving poverty reduction and development. The African countries are generally looking forward to learning from China's successful experience in poverty reduction and development, hoping to completely get rid of poverty at an early date through deepening China-Africa friendly and mutually beneficial cooperation.

In accordance with the urgent need of Africa, at the Johannesburg Summit of the Forum on China-Africa Cooperation (FOCAC), President Xi Jinping announced the China-Africa cooperation plan on poverty reduction and development to respond to Africa's urgent expectations. We sincerely hope that through this dialogue, the most well-known think tanks, experts and media friends from China and Africa will share the achievements and experience from poverty reduction of two sides, and gain helpful enlightenment from the book UP and Out of Poverty written by President Xi Jinping as well as the successful practice of poverty alleviation in China, so as to provide suggestions for promoting cooperation in poverty reduction and development between China and Africa, and put forward feasible action plans.

China and Africa are not only good brothers that share weal and woe, but also good partners on the road of poverty reduction. Combining the needs of Africa with China's experience, we would like to strengthen cooperation with Africa in the following areas:

First, poverty alleviation should base on confidence promotion. China is willing to, together with the African countries, strengthen exchanges of ideas on state governance and administration, and share the experience from poverty reduction and development, in a bid to help Africa establish the confidence in poverty alleviation and poverty elimination and bring together the collective will of the African continent to manage poverty.

Second, talents must be cultivated for the sake of poverty alleviation. China stands ready to support Africa in transforming human resources potential into talent support. As the FOCAC Johannesburg Summit suggested, by the year of 2018, China will provide 30,000 government scholarships and 40,000 training opportunities and train 200,000 vocational and technical personnel for Africa. Through only one project, Mombasa-Nairobi railway, more than 40,000 technical workers have been trained locally, creating 38,000 jobs posts.

Third, poverty alleviation should give priority to urgent issues. China is willing to support Africa in giving priority to solve the food and clothing issues which relates most with the interests of the people. In the past two years, China has provided food aid for emergency to more than 20 African countries. In the future, China will continue to do so in accordance with the needs of African countries.

Fourth, roads should be built for the sake of poverty alleviation. China would like to help Africa break the bottleneck of underdeveloped infrastructure that constrains Africa's development. China has already built or has been building more than 6,200 kilometers of railways and more than 5,200 kilometers of highways through assistance, investment and financing in Africa. China has also built a large number of ports, airports, power stations, communications infrastructure and other infrastructures. Addis Ababa–Djibouti Railway and Mombasa-Nairobi Railway have become new landmark projects in Africa. China will continue to uphold the idea of intensive development and support Africa in strengthening infrastructure construction.

Fifth, poverty alleviation should be people-oriented. China stands ready to support Africa in strengthening public health system and capacity building. Focusing on the construction of the Africa Centers for Diseases Control and Prevention headquarters and other five sub-regional centers, China will support Africa in building a modern system for disease prevention and control and strengthening staff training to enhance the ability of independent medical care and disease prevention and control.
