The Sixth Round of China-US Strategic and Economic Dialogue and the Fifth Round of China-US High-Level Consultation on People-to-People Exchange Open in Beijing Xi Jinping Attends and Addresses the Joint Opening Ceremony

On July 9, 2014, President Xi Jinping attended the joint opening ceremony of the sixth round of China-US Strategic and Economic Dialogue (S&ED) and the fifth round of China-US High-Level Consultation on People-to-People Exchange (CPE) at Fanghua Garden, Diaoyutai State Guesthouse and delivered a speech entitled Work Hard to Build a New Model of Major Country Relationship between China and the US. Xi Jinping reviewed the achievements made in development of China-US relations since the establishment of the diplomatic relationship 35 years ago. He stressed that China and the US should consider the situation, take a long-term perspective, pay mutual respect, enhance mutual trust, strengthen cooperation and join hands to push forward the construction of the new model of major country relationship.

Xi Jinping pointed out that in the past 35 years, although China-US relations have gone through ups and downs, the bilateral relations on the whole have moved forward and had historical development and the interests of both countries have converged profoundly.The cooperation between China and the US not only benefits the two peoples, but also promotes peace, stability and prosperity of the Asian-Pacific region and the world as a whole. Both history and reality have shown that the cooperation between China and the US will benefit both whereas confrontation will hurt both. China and the US can cooperate to succeed in great undertaking that benefits both countries and the world whereas confrontation between China and the US is bound to be disastrous to both countries and the world. Under such circumstances, both sides should take a long-term perspective, enhance cooperation, stick to cooperation and avoid confrontation, which serves the benefit of both countries and the whole world.

Xi Jinping expressed that the development of China-US relations should be in tune with the times and situation and keep pace with the times. In the past 35 years, despite the fact that the international environment and the national conditions of China and the US have undergone profound changes, China-US relations overcome difficulties and continue to move forward. The reason is that several generations of leaders of both countries have accurately taken the pulse of the times and constantly given new content and motivation to China-US relations. Today, both sides should all the more consider the situation, change thinking and innovate thoughts to constantly bring about new prospects for cooperation between the two countries.

Xi Jinping stressed that President Obama and I have reached an important consensus on building the new model of major country relationship between China and the US with joint efforts. It is based on the conclusion of historical experience and starting from the conditions of the two countries and international situation that the two sides have jointly made such a major strategic choice, which is not only in line with the fundamental interests of the two peoples and people of all countries as a whole, but also embodies the determination of both sides to break the traditional rules of conflict and confrontation between major countries and the political responsibility to blaze a trail in the new model of the development of major country relationship. Building the new model of major country relationship between China and the US is an unprecedented and enlightening undertaking without any existing experience or model to draw on. It is not intimidating to have problems. The key is we have to solve them together. Looking to the near future, I would like to talk about a few opinions and suggestions.

First, enhance mutual trust and take the direction. China is striving to realize the Chinese Dream of the great rejuvenation of the Chinese nation and needs more than ever peaceful and stable external environment. China firmly sticks to the path of peaceful development. China and the US should enhance dialogue, develop trust and allay doubt and facilitate cooperation.

Second, pay mutual respect, seek common ground and resolve differences. China and the US should stick to the principle of thinking big, get hold of the general objective of building the new model of major country relationship, clarify the fact that the common interests of the two countries far outweigh divergences, respect each other's sovereignty and territorial integrity, respect each other's choice of development path, be adept in controlling and managing contradiction and friction, adhere to promoting understanding through dialogue and negotiation in a constructive manner, expand consensus, and not be confused by an event or upset by a remark.

Third, uphold equality and mutual benefit and deepen cooperation. China and the US should constantly tap cooperative potential, foster highlights of cooperation, accelerate the negotiation of Bilateral Investment Treaty (BIT), deepen dialogue between the military forces of the two countries, jointly combat terrorism of all forms, jointly tackle climate change and reinforce communication and negotiation on major international and regional issues.

Fourth, focus on the people and deepen friendship. China-US friendship has its root in the people and its hope in the youth. China and the US should encourage and broaden the friendly exchanges of the two peoples, expand the communication channels between regions, think tanks, the media, the youth and people from all walks of life and constantly consolidate the social and mass base for China-US friendship.

Xi Jinping pointed out that the Strategic and Economic Dialogue and the High-Level Consultation on People-to-People and Cultural Exchange is an important platform with the largest number of participating departments from China and the US and the broadest negotiation topics. It is hoped that both sides base on reality, take a long-term perspective, deepen communication, meet each other half way and inject more positive energy into the building of the new model of major country relationship between China and the US.

Xi Jinping stressed in the end that building the new model of major country relationship between China and the US is a mission and responsibility. Let us uphold the spirit of many a little making a mickle, take everything one step at a time, join hands to push forward the building of new model of major country relationship and strive to blaze a trail for a better future of China-US relations.

President Barack Obama of the US said in his written speech that US-China relations are constantly strengthening with increasingly deepening economic interdependence. Both sides need to build bilateral relations revolving around common interests, shared responsibility and challenges facing both countries. The US side welcomes the emergence of a stable, peaceful, and prosperous China and is committed to joining hands with the Chinese side to build the new model of major country relationship, strengthen practical cooperation and resolve divergences in a constructive manner. He and President Xi Jinping maintain exchanges and communication to make sure that the US-China relations is stable, fully resilient, and delivering results. He looks forward to visiting Beijing and attending the Asia-Pacific Economic Cooperation (APEC) Informal Leadership Meeting in November. Both sides should utilize this round of Dialogue and Consultation to prove that the US and China are determined to make cooperation the main theme of US-China relations.

President Xi Jinping's Special Representative, Vice Premier Wang Yang and State Councilor Yang Jiechi co-chaired this round of S&ED with President Barack Obama's Special Representative, Secretary of State John Kerry and Secretary of the Treasury Jacob J. Lew of the US. Vice Premier Liu Yandong and Secretary of State John Kerry of the US co-chaired this round of CPE.
